Do you frequent the symbian-freak.com forums? They recently discussed a OS hack that gives you full system access - one of the "features" that was opened up was the ability to create directories inside existing directories. I believe without this hack it's not possible, you can only create new folders.

Checked out your links, seems to only be a 2nd edition solution and unstable at that right now. I still don't think it's generally possible on S60 3rd edition.
